Pakistan’s Virtual Assets Authority Moves Closer to Full Licensing Regime for Digital Asset Providers.

The Pakistan Virtual Assets Regulatory Authority (PVARA) announced that it is nearing the establishment of a full licensing regime for virtual asset service providers. The announcement came after the third meeting of PVARA, which aimed to review progress on the regulatory framework. The meeting included senior officials such as the State Bank governor, the finance secretary, the law secretary, the chairman of the Securities and Exchange Commission, and the chairman of the Pakistan Digital Authority, along with other high‑level representatives. Officials emphasized advances in human resource planning and licensing rules. They highlighted that the forthcoming system will be modern, risk‑based, and designed to promote responsible innovation. Chairman and Minister of State Bilal Bin Saqib described the progress as a key milestone. He stated that the framework will ensure market transparency and safeguard consumers and investors. PVARA reaffirmed its commitment to building a secure, transparent, and internationally aligned regulatory environment to support responsible investment and the growth of Pakistan’s digital economy.
